An external consultant is only worth the cost once a specific executive has agreed, before the first invoice arrives, that a particular decision will change at a specific time as a result of the work.
That agreement is the precondition, and it is not a formality to be settled during onboarding. Consultancy.uk's market analysis estimates that strategy consulting was around 12 per cent of the global consulting industry and passed $30 billion by 2016, and it counts eight separate disciplines under that heading, from corporate strategy through mergers and acquisitions to digital strategy. A category that wide cannot tell a customer what they acquired. Demand does not narrow it either. A Gartner survey reported by Lumos found that 66 per cent of chief executives believe digital transformation is necessary for their organisation's survival, which is a statement about pressure. Pressure creates signatures; it does not create a decision.
Four arrangements evaluated on the same attributes
The comparison that matters is not between firms. Firms in this market use interchangeable language to explain what they do, and these accounts are usually accurate. The relevant comparison is between the four commercial models available for IT strategy consulting, judged on the deliverables each one provides, what each one rewards, and how each one behaves when the working relationship becomes uncomfortable.
| Attribute | Fixed-scope strategy review | Standing advisory retainer | Implementation-led partnership | Independent second opinion |
|---|---|---|---|---|
| Who owns the decision when the work closes | The executive who commissioned it, because the adviser holds no delivery position to defend | The same executive, with the adviser sitting inside the decision cycle | The supplier in practice, since change control sits with delivery | The board, acting on a finding from someone with nothing to sell afterwards |
| What the buyer keeps | A costed roadmap with owners, dates and the options that were rejected | A running decision log and an annual re-plan | Working systems plus the architecture decisions that produced them | A written challenge to a plan already in motion |
| What the fee construction rewards | Thoroughness of assessment, whether or not a decision changes | Duration, access and proximity | Scope expansion and continuity | Speed and precision of the objection |
| Evidence an auditor can read afterwards | Baselines, assumptions, options rejected and the reason each was rejected | Dated decision records with named owners | Acceptance criteria and architecture decisions | The original plan set beside the objections raised |
| Failure mode when it goes wrong | The document is accepted and never sequenced | The adviser becomes a supplier and stops disagreeing | Delivery crowds out the strategy it was bought to serve | The objection is filed and the plan proceeds unchanged |
| Earns its place when | A decision is already named and the options are genuinely open | The internal team is capable but has no spare capacity | The strategy cannot be separated from the build | A committed plan needs testing before money is committed |
The middle two columns blur in practice, and a buyer should assume they will. Consultancy.uk says that the boundaries between strategy, operations and technology have been converging, with technology firms leveraging technical capability to compete for strategic work. Fee construction predicts the behaviour you will actually get in month seven.
The order the work is done in, and what must be true before the next move
1. Amend the selection, the owner and the time.
Record the decision before anyone is asked to assess anything. BCS365, whose guide compares strategy work with United States Government Accountability Office guidance on IT strategic planning, says that a plan is executable only when it establishes direction, logic, ownership and the model by which progress will be judged. A record carrying those four things is short, and it looks like this.
decision: replace the on-premise billing engine
owner: Group Finance Director
date: 2027-03-31
evidence: migration cost model v4, signed by Finance
rejected: extend support contract to 2029, on cost and key-person risk
reversal test: cost of stopping at the end of phase one
review: 2026-11-14
You have closed this step when every field contains a label, a time or a number that somebody outside the room could verify, and the assigned owner has signed it. If no owner can be identified, the task is complete and no fee should be given.
2. Establish the baseline as evidence, then state the future condition as an outcome
Baselines assembled from asset registers and licence counts show what is there. They do not say what restricts. BCS365 sets the current state across infrastructure and operations, applications and data, security and compliance, people, and vendor commitments, and uses each as a planning input. Syntax Integration publishes a comparable sequence for its London clients, running from needs analysis and strategy formulation through implementation planning, delivery, monitoring and evaluation, which is worth reading as a depiction of effort.
You have closed this step when you can identify the three constraints that will decide the sequence, and when the future state is a business or risk outcome.
3. Price the shape against the decision, not against the firm's reputation
FutureCode's guide to IT strategy consulting reports that almost 70 per cent of chief executives say their organisations use consulting services, and that around 52 per cent of consulting projects finish within twelve months. Those two figures show a market that people acquire habitually and that is delivered in short bursts. Neither figure says anything about whether a decision changed, and a twelve-week engagement that concludes with an accepted document is a flawed acquisition regardless of its length. Ask instead what the fee rewards at the margin: hours, access, scope, or the decision.
You have closed this step when you can state in one sentence what the consultant receives money for, and in another sentence what they do not receive money for and would gain by recommending.
4. Sequence the portfolio against risk, capacity and the regulator
Sequencing is where strategy becomes a funding plan. BCS365 argues for ordering by business outcome, material risk, dependency, delivery capacity and explicit decision criteria, then revisiting the order as evidence changes. The regulator supplies a floor. The HJS Technology guide for UK SMBs says that 43 per cent of UK businesses reported a cyber attack in the past year and identifies the Cyber Security and Resilience Bill and Cyber Essentials as current obligations that pull work forward whether or not the strategy anticipated them.
You have closed this step when the first three initiatives have timing, owners and a dependency map, the fourth is explicitly deferred with a clear explanation, and no item in the portfolio waits on a capability nobody has agreed to build.
5. Set governance, the review cadence and the exit before delivery starts
Air IT Group advises that an IT strategy is reviewed at least once a year, or following major business or regulatory change. That is the outer bound. Governance is the assignment of decision rights, escalation triggers and the evidence required to change course.
The exit deliverable is useful when four different readers can each use it for a purpose:
- the finance director can re-cost the plan from the assumptions printed inside it;
- the risk owner can trace each commitment to a control or to an exposure that was accepted on the record;
- the delivery lead can see which dependency blocks which deadline;
- the auditor can read the rejected options and why each one was rejected.
Cadence should be set against the horizon of the decision.
| Decision horizon | Minimum cadence | Evidence that must be current at each review | Trigger for an unscheduled re-plan |
|---|---|---|---|
| Operational change inside one financial year | Quarterly | Delivery milestones, cost to date, capacity consumed | A missed dependency on the critical path |
| Platform or vendor commitment over two to three years | Twice yearly | Contract position, exit cost, integration state | Change in supplier ownership or pricing |
| Statutory or regulatory obligation | Once before the obligation takes effect, then at the date itself | Control evidence and a named accountable owner | Revised guidance or a change of scope from the regulator |
| Market or business-model shift with no fixed date | Annually, as a standing agenda item | Baseline measures, funding envelope, competitive position | A change in the assumptions the original case rested on |
You have closed this step when the next review time is in a calendar the board now reads, and the kill criterion is recorded with the identity of the person entitled to invoke it.
This is not a method for choosing a firm. It is a method for making a firm's work checkable, and it works the same way whether the engagement is three weeks or three years. An engagement earns its place on the day the decision it was hired to change actually changes, and the record shows who changed it.
